Both packages include unlimited kilometres, but the difference between the two is that the first package covers both routes, whereas the second package only covers the route from Sydney to Brisbane. There's no point booking the second package if you plan on driving from Sydney to Melbourne, since the distance between the two cities is too far to cover in one day.
